under ACA to include those earning 133% of poverty level. I read earlier that this will mean 400,000 Virginians who otherwise would have fallen through the cracks will get health insurance.

There hasn't been much talk of the exchange, I think that ship may have sailed already, which is unfortunate for Virginia. Big states really should build their own.
