Debt shifting is the first thing that huge, multinational corporations learn how to do to avoid taxation. The most it will do is make it so that banks will declare that they are making zero profits rather than claiming to be operating on a loss.

This is sort of the very essence of a 90's non solution designed to easy to avoid and revenue neutral.

Did you read it?

All it does is mention a mechanism to collect an unknown fee.

That's it.

It's not even an original idea, yet I guess this counts as one of the many "Plans" that she has that other candidates are said to lack.

Sorry, I just don't think it's much of a plan.
