It was a PAC formed to draft her. It closed down as soon as she announced. Plus, you're right that neither she nor the campaign can hire people to run outside PACs.

he is advising her super PAC, not "running her campaign". You're 0-2 there.

He is doing so because he has been THE go to guy in Democratic Iowa politics for 35 years. He has backed just about every winner of the Iowa caucuses going back to the early 80's.

"He has shepherded every Democratic presidential nominee in the most important caucus state going back to 1980 — every nominee except for one, that is. Crawford, 65, still blames himself for Clinton’s 2008 third-place finish in the Hawkeye State, from which her campaign never really recovered. He vows that 2016 will be his year to make it right for her. “I’m trying to make amends,” he said."
