Why is that?

1. .com is the most desirable to have.

Other top level domains are chosen for various reasons. In Harris's case, it may be the .com wasn't available.

On edit: kamalaharris.com redirects to .org. That TLD could have been obtained AFTER her .org site was launched.

But with a last name like Harris and a first name that starts with K, it is possible that the url that she wanted was taken. Dot Net typically is the next best for private entities, Dot Org has usually been associated with government, universities and schools, news organizations, charities and think tanks.

Dot edu is also common for schools, universities, etc.

Dot org -

and then I thought that more extensions were used. Of course there is the gov, and mil. In the earlier days of the Internet many were taken aback when the WhiteHouse.com was a porn site. Don't know if still is...
