He has an absolutely safe lifetime seat in the Senate. He can call for whatever policies he wants with no political risk.

So are you saying that anyone with a safe seat, by definition, can't be courageous?

I'm also not sure how much value there is to a "lifetime seat" in a position that renews in 6 year intervals is really going to be to someone who is 77.

I think one can be courageous in taking a position, even if you're not at risk of losing your job. You're still at risk of getting on people's wrong side, endangering committee positions or otherwise losing status (which equates to power), of being marginalized, of having less influence. I'm not saying that's the case here, I"m just talking conceptually, that I think even a senator in a "safe seat" can be seen as courageous for taking controversial positions.
