that the Constitution gives the authority to wage war. The problem is that the Congress has given up its authority to the President since the Cold War. The bigger problem is that the Congress shows no sign of wanting to regain its authority.

Maybe - must maybe - the Congress will assert itself if Trump gives the authority to the Saudi royal family.
