Klobuchar often declined to pursue charges in police-involved killings

Sen. Amy Klobuchar (D-Minn.), a presidential hopeful, is a former chief prosecutor for one of Minnesota’s most populous counties. She was considered tough on crime. Now her track record on the job is being scrutinized ahead of the 2020 race.

As a prosecutor, she declined to pursue more than two dozen cases in which people were killed in encounters with police. Reporters Elise Viebeck and Michelle Lee tell host Martine Powers that at the same time she aggressively prosecuted smaller offenses such as vandalism and routinely sought longer-than-recommended sentences, including for minors. Klobuchar, for her part, emphasized that those policies were widespread at the time and that her community had wanted a firm approach to criminal justice.

If rather focus on her national decisions as a U.S. Senator. Which are excellent. You can't know circumstances of her prosecutorial days.

insufficient evidence against the accused. They always strive for a high batting average.

But it is very, very, common for DA's and such to not bring charges unless they have a good chance of winning the case. Sure, for a few its ego and wanting the excellent conviction rate. For most though, its simple economics and man power issues, case loads can be huge in larger areas. Time and money can be seen as something better spent on cases they can win. Officer involved shootings are notoriously difficult to get a conviction for, even with overwhelming evidence, as we have seen unfortunately.
