It seems pretty racist to me. Or at least race-related. According to SCOTUS suppressing the black vote for political purposes isn't inherently racist because it is motivated by political considerations rather than racial animosity. IMO it's a distinction without a difference.

that Supreme Court Justice William Rehnquist first came to Nixon's attention for leading voter suppression operations.

they can go to any polling place in their county and VOTE!!! Here is the direct quote from the state of Texas:"Registered and eligible voters may vote at ANY early voting location located in the county of residence.
