Wisconsin is not projected to break even on a $3 billion incentive package for a proposed LCD screen plant by Taiwan's Foxconn for at least 25 years, a legislative analysis showed on Tuesday.
Foxconn hopes to open a $10 billion plant in 2020 at a 1,000-acre site in southeastern Wisconsin and state leaders, including Republican Governor Scott Walker, have touted the incentives as a boon because of the jobs that will be created.
Critics have attacked the plan as too expensive and potentially harmful to the environment.
Officials have said Foxconn, formally known as Hon Hai Precision Industry Co., will employ about 1,000 people in the second half of 2017 and employment will grow to 13,000 by 2021.

The Serial Killer Test: Biases Against Atheists Emerge in Study
Most people around the world, whether religious or not, presume that serial killers are more likely to be atheists than believers in any god, suggests a new study, which counters the common assumption that increasingly secular societies are equally tolerant of nonbelievers. Avowed atheists exhibited the same bias in judging sadistic criminals, the study found.
The new report, appearing in the journal Nature Human Behaviour, included more than 3,000 people in 13 countries, both secular states like the Netherlands and Finland, and deeply religious ones like the United Arab Emirates and India. The findings suggest that, despite declining attendance at churches, mosques and temples in many communities, the cultural tenet that religion is a bulwark against immorality remains intact, experts said, even in those who deny it explicitly.
Previous studies had found evidence of broad-based public suspicion of nonbelievers in smaller samples within religious countries, like the United States. The new survey suggests the findings may extend globally, and it finds that the same kinds of suspicion pervade even highly secular societies.
Whats exciting about the paper for me is that its a great first step, said Richard Sosis, a professor of anthropology at the University of Connecticut. Theyve got a method that can be used to see how this bias plays out not just in judging a sociopath, but for many more mundane moral violations.

WNYC Studios Picks Up Weekly Preet Bharara Podcast
Preet Bharara, the former U.S. Attorney for the Southern District of New York whose path has proved of great interest since he was removed from his post by the Trump administration, has a lot more to say.
The former prosecutor will launch Stay Tuned with Preet, a weekly podcast that will become part of the portfolio of WNYC Studios. and will focus on issues of justice and fairness. The podcast comes from Cafe, an entertainment brand that is part of Some Spider Studios, which is run by Bhararas brother, Vinit Bharara. Preet Bharara joined the company as an advisor, stakeholder and content producer in July.
Preet Bharara, who developed a reputation for fighting corruption. financial fraud and violent crime during his more than seven years on the job, will offer commentary on the nations judicial, political and cultural systems, and will welcome guests to the program. Bharara left his post in March after refusing to accept U.S. Attorney General Jeff Sessions request that 46 U.S. attorneys appointed during President Barack Obamas administration.
WNYC Studios will present Stay Tuned with Preet as part of a portfolio that includes podcasts such as Radiolab, Freakonomics Radio, More Perfect, Heres the Thing with Alec Baldwin, and 2 Dope Queens.

There are many institutions of democracy that US president Donald Trump has attempted to undermine during his short time in office, including the judiciary and the independent press. He is governing by Twitter and by decree, like the budding autocrat he is.
As a former Soviet, I recognize these symbols of creeping authoritarianism. A first post-Soviet tsar of Russian democracy, Boris Yeltsin also chaotically ruled by decree, arguing that communists would undermine him and painting himself as the lone hero of the new Russia. Trump, who is eager to go it alone in his quest for the parochial and reactionary America First, fights not communism, but liberal democracy, with its foundations of shared responsibility.
Indeed, Trumps insistence on making ultimate decisions all by himself unite him with autocratic leaders who value personal rulings over general laws. In fact, his wife Melania Trumps striking invisibility at White House events further underscores similarities between the 20th-century Soviet Union and America of 2017. Last month, during Japanese Prime Minister Shinzo Abes visit to the United States, Mrs. Abe had to tour the US Capitol alone, while Melanias absence marked a dramatic break in the established political protocol. And in the first three weeks after the inauguration, even Melanias official Twitter account, the preferred information medium of this whole presidency, posted just one tweet announcing her as the First Lady.
On Sunday, hosting the annual Governors Ball, she appeared robotic, barely present at the event that she had allegedly planned. In a statement (not a personalized welcome) she declared that the ball was about unity and not politics, a plan that got quickly derailed by her husbands promise to undo the Affordable Care Act. Remember, at his press-conference a few weeks ago, Trump told us that one of her causes is to advocate for women. Yet at the ball he only welcomed Governors, their wives and daughters. He does know that women can be, and are governors, in the United States, right? Mrs. Trump isnt responsible for the presidents words, but she clearly wasnt consulted, either.
