My understanding, Mueller fulfill his obligation, what is to stop Mueller from just handing over the report directly to Congress?

It is okay to start the impeachment hearings into Trump and his cronies. AMERICA AND THE WORLD sees and hears what this dispictible man we call as our President is acting like a criminal on an hourly basis and all know now that he burying the Mueller report. Yes time is needed, but this man we call President is setting off wildfires in anything he touches and controls.

Congress
Congress should declare the 1976 law that grants the President to declare emergency and use funds from other departments unconstitutional!
The US Constitution stipulates that Congress appropriate money, not the President.
Second, the 1976 law says that Congress can over rule the President and there is NO MENTION of VETO in the law.
