Many organizations (and schools) have a 'fingertip rule' where if your fingertips reach the hemline of the skirt it is fine. It looks like this skirt meets the fingertip rule.

As far as over the knee boots-- that's what's fashionable this season. Don't criticize a woman in her 20s for wearing fashionable clothes.
