Instead, just like most law enforcement, they go after the weak, easy targets. If they arrest a bigtime, well connected farmer or developer, they have a damned fight on their hands, it is far easier to arrest a hapless man or woman at the border that have nothing and have been running for their lives for the last four weeks, are in dirty cloths and at best have sponge bathed.
