We are introduced in late 2001 or 2002, and I was told "he's thinking of running for president." I thought, an outgoing governor of Vermont want to challenge an incumbent Republican president? But then we got to talking, and I thought, well, if anyone, Howard might just be the man. It was certainly the first time for me that I had known a presidential candidate before be became one.
