4. No need, if Mueller does what the OP suggested, and indictments tell the whole story.

That's what Mueller and the Southern District of New York have been doing. They are issuing the "report" on an indictment by indictment basis. For example, we already know that Trump conspired with Cohen to commit election law crimes, thanks to the language of that indictment.

They will do the same with all the indictments, which will tell us everything, and Trump won't be able to do anything about it.
