Say I go to the police about my daughter's drug use, and they notice the handcuffs, chains and whips in my car. They ask me about it and I say it was used for being tied up and whipped during sex. You've now told me the government (or you or my mother) gets to decide if that's rape (or abuse or assault) or not.
