Docs: Navarro memos warning mass death circulated West Wing in January
In late January, President Trump's economic adviser Peter Navarro warned his White House colleagues the novel coronavirus could take more than half a million American lives and cost close to $6 trillion, according to memos obtained by Axios.
*By late February, Navarro was even more alarmed, and he warned his colleagues, in another memo, that up to two million Americans could die of the virus.
Driving the news: Navarro's grim estimates are set out in two memos one dated Jan. 29 and addressed to the National Security Council, the other dated Feb. 23 and addressed to the president. The NSC circulated both memos around the White House and multiple agencies.
*In the first memo, which the New York Times was first to report on, Navarro makes his case for "an immediate travel ban on China."
*The second lays the groundwork for supplemental requests from Congress, with the warning: "This is NOT a time for penny-pinching or horse trading on the Hill."

A memo from Peter Navarro said failure to contain a coronavirus outbreak could lead to hundreds of thousands of deaths and trillions of dollars in economic losses. It is the most direct warning known to have circulated at a key moment among top administration officials.
A top White House adviser starkly warned Trump administration officials in late January that the coronavirus crisis could cost the United States trillions of dollars and put millions of Americans at risk of illness or death.
The warning, written in a memo by Peter Navarro, President Trumps trade adviser, is the highest-level alert known to have circulated inside the West Wing as the administration was taking its first substantive steps to confront a crisis that had already consumed Chinas leaders and would go on to upend life in Europe and the United States.
The lack of immune protection or an existing cure or vaccine would leave Americans defenseless in the case of a full-blown coronavirus outbreak on U.S. soil, Mr. Navarros memo said. This lack of protection elevates the risk of the coronavirus evolving into a full-blown pandemic, imperiling the lives of millions of Americans.
Dated Jan. 29, it came during a period when Mr. Trump was playing down the risks to the United States, and he would later go on to say that no one could have predicted such a devastating outcome.
