It's been at the same rates for its major components for a long time, with the exception of 2011-2012 when the ss component was temporarily decrease from 12 to 10.

ACA did not cost people. Yes they had to be insured but overall medical cost for a person is lower.

Yes, but that would be end of year taxes and payroll taxes show a decrease. That is certainly one.
