I think she meant "strongly" or "rigorously" because "toughly" means "strictly" but to these people words like that are interchangeable. If this was one of those for-an-audience-of-one deals, she should've used "handsomely":
The president has coronavirus right now, he is battling it head on, as handsomely as only President Trump can."
