The Clinton WH and especially people like Richard Clarke were pretty adamant about warning the incoming WH about Al-Queda and the dangers they posed. Cheney, et. were extremely slow to take things seriously although there were some stories circulating that some members stopped traveling by air commercially in the months leading up to 9/11. In any event, it does not seem to be due to a lack of trying by Clinton officials and the transition delay wasn't caused by Clinton officials being *icks and refusing to concede. There were legit court challenges ongoing for awhile.
