Like mental health personnel to be in police department and deployed to those non violent situations (e.g., the man who was drunk in the Taco Bell drive thru line, the man who was running down the neighborhood street naked, etc). With mental health person deployed to site with an officer, so many situations could be de-escalate. Also, money to put up small community/police centers in communities where police and folks in the community can get to now each other - ppl can voice their concerns and have dialog with officers on how to improve things.
But like you said, the rethugs intentionally took the words literally and used them to weaponize against the dems.
