46. The proposal I've seen if for only the Mall, the White House, and the Congress bldgs

You wouldn't have to include the House & Senate office buildings, the Supreme Court, or even the Smithsonian. If they can base the Pentagon in VA, the EPA in MD, and the CDC in GA, then any buildings can go in any state so long as there's a "district" that houses some federal offices.
