The House makes decisions for the House about how the House functions, which do not depend on the Senate's or Executive's or Judiciary's permission.

The House has set up a House Committee under House-written parameters for organizing House activities. It's pretty clear, even to a civics novice, who is eligible to be on this House Select Committee, and who is not (hint: House vs non-House).
