All of the laws are at the state level.
The federal law withholds highway funds from the states that don't have the law.

Quick Quiz - Which is the ONLY state without a seatbelt law?

Answer - New Hampshire (they get a waiver every year, so they still get the money.

As for motorcycle helmet laws - also a state issue. NH, TX, & FL are among states without a helmet law.

That being said - I support seat belt laws, helmet laws and would support a mask law.
