6. Unpopular opinion - i think he's being fairly reasonable

His concerns are paying for it (which is echoed by others) and allowing time for proper review of the bill, which is still being written and rewritten.

The bill should include tax increases (on the wealthy) to pay for it entirely.

There should also be enough time for detailed analysis of the entire bill. The ACA moved too fast and had/has several flaws, we are still tinkering with it years later.

If those two matters are addressed and he's finding new reasons to drag his feet, that would be an entirely different matter.
