New multi-billion dollar foundaries can't be built faster than the latest model production equipment can be built. That can't be built any faster than the capital equipment manufacturers can expand their manufacturing systems.
There are multiple layers of capital equipment vendors that have to expand capacity.

The biggest problems are in Long Beach, California, so the biggest shortages are on the west coast
