Mr. Bolton found that the agency’s leaders failed to adequately prepare despite explicit warnings that pro-Trump extremists posed a threat to law enforcement and civilians and that the police used defective protective equipment. He also found that the leaders ordered their Civil Disturbance Unit to refrain from using its most powerful crowd-control tools — like stun grenades — to put down the onslaught.


At least one officer had a gun because rioters mobbed him and the "tourists" shouted "Kill him with his own gun". But in the article there was also mention that many munitions were past their expiry date.

Sund resigned in disgrace and there is lots of indications he did not take the warnings seriously or down-played them for some corrupt goal.

There is some confusion about the DC National Guard, and I think I was overbroad in thinking it covered the Capitol police too.
