I wonder why there is not a tracking number on an empty jacket. Surely there must be. At any rate, they can at least determine if they got all the missing documents back. There is possibly a list of documents that are unaccounted for.

I can't see how a fistful of empty document folders would be helpful to T****, unless he planned to counterfeit documents to sell. So, I feel that there were indeed documents that were stripped of their jackets for more secrecy when they were stolen.
