Then what you suggested would no doubt be how it would play out. This person would feel awful for what they did. But given the details of the situation, it sounds as if this was done with intentional harm intended. There is no room for growth or understanding on this person's part. I base this on the fact the both families have been neighbors for years and that they all know who lives on the block. Perhaps I am wrong, but I doubt it. In all likelihood this person is an unredeemable racist piece of shit who intentionally harassed a child. I'd be overjoyed if I'm shown to be mistaken, though.
