By 1963 Kennedy had increased American troop levels to 16,300. The OP says he was going to remove 1000 by the end of 1963. That is a small fraction of what was there. It was not a complete withdrawal. The OP says a withdrawal by 1965. That is what LBJ always said. Winning was right around the corner and then we could withdraw.
