1. I don't think the goal is really to get the money

The goal is to get him off the air. If they have to check his finances every month then I am sure they will be happy to do that for the next century so that he can't ever amass another fortune or use the one he has in hiding. It's not a loss to them if that's what they have to do to make life so hard for him that he can't be the public asshole he has been any more. That is, in fact, the primary goal.
