Handling a mass shooting... Especially a very low crime area.

Literally, the area we are talking about has the lowest crime rates in the nation.

Local cities here tend to have a cooperative model for black swan response. Plano, McKinney and other PDs I am sure also responded to the event. Victims were sent to McKinney Medical Center, which is the dedicated regional trauma center and just a few miles from the shooting site.
