21. Any American citizen can vote in the USA, no matter where they live

I've been in Germany for many years, and the Dallas Elections Office sends me my absentee ballots every election, and always on time.
I don't know where you get your information that an American citizen living in Canada can't vote. The Putin Press Agency, maybe?
