He said, “I could be relaxing at Mar-a-Lago, or the south of France, which I prefer being in this country, frankly.”
When he mentioned France, he immediately (and clumsily) tried to make it clear that he didn’t want to be there and he’d rather be in this country, the USA.

He did not say “to.” Listen again.

I despise the man as much as anyone, but this is just a misquote.
