will eventually determine that it is completely normal for the soldier to feel threatened by someone waving a white flag. The IDF always has excuses for killing journalists, camera personnel, rock throwing children etc. I always thought they were stretching it too far to claim that a soldier in body armor and a helmet should be said to be in fear of a small child throwing a rock but I was wrong because they will always find a justification.

To be sure this "justification process" happens in other military and police forces around the world. Most are not because a child 4 foot tall threw a rock but egregious examples of "circling the wagons" goes on every day. Inadequately trained personnel combined with an atmosphere of revenge and total destruction can aggravate an already untenable situation.
