58. No one is asking the bus co. to make a legal judgment call. NYC has passed the law they must abide by it.

And I do think it's rather much to expect a private company to make a legal judgment call about a matter such as this before it has been settled in court.


I mean, are we going to expect every company that contracts with the executive branch of any state to do this for any service they provide?
