He wanted to put in place a puppet government. And the reason why, is because he doesn't want a democratic form of government there. Now, if that is the issue, and it is, do you not see that there can be no other solution then to stop him, or to unconditionally surrender? I mean he will brutalize them one way or another assuming his military is not stopped.
