Generally, large ships are guided in and out of harbors by a pilot who is supposed to be intimately aware of the local currents, tides, channels and other local data. I think the ships Captain is still responsible for the vessel but Im not certain of that.
Along with the possibility of multiple deaths, the loss of the bridge will cause severe travel problems for the metro area. Additionally, the harbor may be blocked.
A terrible tragedy and disaster.

There are people needing rescue as multiple cars fell off the bridge according to news reports

From the video I saw three trucks and two cars that got all the way across before the collapse.
