At the state level, push initiatives (where available) that require a bilateral commission to perform roll cleansing. A name can only be removed from the rolls if all members of the commission agree to that name being removed, and only after a good faith effort is made to contact the individual in question prior to removing their name, within a specific time frame. In states that don't have initiatives, do it through the legislatures. Finally, make the list of "cleansed" voters available on a website (using a contact email as password), with instructions to enable re-registration.

It will not, of course, stop the practice, but it sheds a lot more light on the ratfucking that many of these secretaries of states would prefer not to have on their activities, and it gives the lie to the concept that it is being done to prevent voter fraud.
