Did you read the statute that you posted? The act you cited is clear that:

(Sec. 6) No head and shoulders portrait or bust of any person, living or dead, and no portrait of a living person may be included in the design on the reverse of specified coins. Treasury may develop and execute a marketing, advertising, promotional, and educational program to promote the collecting of all the coins and medals authorized by this bill.

The proposed trump coin clearly violates this requirement.

As for Eunice Shriver, this coin was minted pursuant to a special act of congress that waived the restriction on living persons being on a coin. The original prohibition is still in effect even under the statute you cited but may not had read. The Eunice Shiver coin was minted solely based on a congressional waiver of the act. For trump to get his face on a coin, Congress will have to pass that waiver.
