14. Dump doesn't control funds that Congress has appropriated

From many sites via Google: "The Constitution and the Impoundment Control Act of 1974 generally prohibit the president from refusing to spend, or delaying, funds that Congress has already appropriated." He has been told over and over that he doesn't control spending. Sue his ass again, or better yet, IMPEACH HIM!
