5. Both have offered various bills.

1. (R) a DHS funding bill a few times, all or nothing. Sometimes a majority for it, but not enough to break the filibuster.

2. (D) tried a revised funding bill for all of DHS, if I remember correctly, and it was voted down by a majority, but that was quite a while back before things really broke down.

3. (D) have tried bills that split most of DHS from ICE, and they fail by a majority.

Depending on the source(s) you go to, you only know about 1&2 or 2 & 3. Some sources mention all three, or did (not that (2) is the popular one this month), and continue to mention every TSA-related bill that fails. But if you don't scout out diversity of sources, all you know is either that (D) keep voting to not fund the TSA or that the (R) keep voting not to fund the TSA. And if you have a short memory, you may have forgotten that (2) was even a thing.
