It's the legal lobbyists with the Tallahassee Confederates that worked with the Heritage Foundation to get her in the position where she could rule on anything in that district they need a ruling on, so long as they keep her docket relatively free to increase the chance she gets put on the case.
Pretty clear looking at her record.
