President Barack Obama’s second inaugural address:

We do not believe that in this country, freedom is reserved for the lucky, or happiness for the few. We recognize that no matter how responsibly we live our lives, any one of us, at any time, may face a job loss, or a sudden illness, or a home swept away in a terrible storm. The commitments we make to each other – through Medicare, and Medicaid, and Social Security – these things do not sap our initiative; they strengthen us. They do not make us a nation of takers; they free us to take the risks that make this country great.

Ryan said earned entitlements such as Social Security — where you pay your payroll taxes during your working like to get a benefit when you retire — are “not taker programs.”

“When the president does kind of a switcheroo like that, what he’s trying to say is that we are maligning these programs that people have earned throughout their working lives,” he said. “So it’s kind of a convenient twist of terms to try and shadowbox a straw man in order to win an argument by default.”

Jay Carney press conference, January 23:


Q Jay, do you have a reaction to Congressman Paul Ryan saying that the President used a “straw man” argument in his inaugural address when he talked about the fact that the United States is not a nation of takers? Congressman Ryan has said that the President misconstrued what he meant, what Ryan meant when he used that term, “nation of takers.”

MR. CARNEY: Well, I’m not sure that President mentioned Chairman Ryan, but that phrase has been used by a number of Republicans, including Paul Ryan.
