10. The southern section of the Keystone has already been approved and is being built

That section, along with reversing the Seaway pipeline and other developments, will help move oil from Cushing OK to the Gulf Coast refineries. As the glut in Cushing is alleviated, the price of WTI will rise towards the Brent benchmark for seaborne cruise. So prices of refined product will rise somewhat in the middle of the country. There will be little or no affect on East, West and Gulf Coast prices.

The northern section of the Keystone would bring more crude from Canada and help lower the prices in the midsection of the US.
