4. The problem with conspiracies is that they get mixed up with partisan politics, e.g., Iraq WMD

and they often justify prolonged, costly and aggressive wars.

We're now seeing the same sort of partisan politicization happening in response to blowback from the Regime Change operations of the present Administration. Also there are our ongoing covert misadventures that span decades, such as CIA cooperation with Jihadis against the Russians and their allies, that also blow up in our faces occasionally.

What's different this time, it's the GOP who are in the uncomfortable position of being the opposition cast as conspiracy theorists. Because many of them actually know about these covert operations and support them, they can't directly attack the policy, so they come up with somewhat ludicrous sounding insinuations to exploit these "intelligence failures", such as suggestions that the White House intentionally withheld help to US personnel in Benghazi.
