Which I clearly pointed out was a requirement even in Pennsylvania, but that does NOT mean a Landlord has to provide a Refrigerator to all or any Tenants, unless it is part of the written, oral or by the actions of the parties contract:

Landlords of multiple dwellings must keep the apartments and the buildings public areas in good repair and clean and free of vermin, garbage or other offensive material. Landlords
are required to maintain electrical, plumbing, sanitary, heating and ventilating systems and appliances landlords install, such as refrigerators and stoves, in good and safe working order. Tenants should bring complaints to the attention of their local housing officials

Notice the above does NOT require the rental unit have Refrigerators or stoves, but the landlord must maintain them if the landlord installed them.
It is also NOT mentioned in the New York Code Article 7. Landlord and Tenant.

In another pamphlet from the Attorney General, it again uses that term "appliances landlords install, such as refrigerator and stoves, must be maintained by them in good and safe working order."

As to North Caroline, North Caroline Legal Aid uses similar terms "If the landlord provides appliances, like a stove or a refrigerator, he or she must fix them if they break down."

Thus in both New York State and North Carolina, a landlord has NOT duty to provide a refrigerator. Now a landlord CAN and if that is the case the landlord must maintain it as part of the contract to rent (Lease) but not do to any state law that requires such items in rental units.
I mentioned California above. Colorado seems to have similar laws. Thus all this tends to show what I said before, States will enforce repair of Appliances that are rented with an apartment, but they is no state law that requires such appliances.
