You have these nervous, armed guards who don't know what to do. A shot goes off. Suddenly the other guards know what to do. That shot gives them direction; orders are to fire. either that, or they are under fire themselves. either way, they turn their guns on the crowd.
Have a look at some events in US history; the Boston Massacre, Wounded Knee, Kent State, all happened the same way.
