WASHINGTON D.C., United States Two weeks after their bold promise, Saudi Arabia and other Gulf states have yet to start distributing money from a multimillion-dollar fund designed to prop up Syrias rebels and entice defections from President Bashar Al Assads army, Syrian opposition members and international officials say.
Syrian opposition are waiting for aid from Saudi Arabia and other Gulf states to help rebel fighters such as the Free Syrian Army.
The cash programme was outlined this month at a conference in Istanbul, where representatives of the United States and more than 60 other nations met to strengthen Syrias opposition and increase pressure on the Al Assad regime.
Hoping to crack Mr Al Assads support, Washington and its Arab partners seized on the plan as a path forward even as they disagreed on the idea of giving weapons to Syrian rebels.

That is hardly covert when they announce it to the world and it is reported all over the world. That is MONEY not arms.
