In addition to post #3, here are some others:
The Senate feels they have a duty to review any agreement with another country and while we can argue semantics all day long, this agreement could be classified as a treaty

They want to get re-elected in 2016, the America Jewish community is both influential and one of the bigger donors to the Democratic party.

Or maybe they don't feel that the current framework, which is lacking in details and even what is currently in the framework is a matter of dispute between Iran and the US, is a good idea.
