Greek politicians and the Troika. They knew exactly what they were doing when they approved the loans, they've been trying to delay payments so they could incur greater profits through "bail-outs". Things are never what they seem. One must follow the situation to have a grasp on all that has been playing out.

I can't give you a proper response in one blurb. Sometimes ignorance is willful.
